PCS Superintendent Coronavirus (COVID-19) Update - May 15, 2020

Parents/Guardians/Patrons,

Good evening. We are experiencing some crazy weather. However, it looks like next week might include better weather for outdoor exercise while physically distancing from others.

On May 11, 2020, Governor Rickets recently released information about Youth Sports Reopening Guidelines. We still do not plan to have classes, activities, or events with students at our buildings until after May 31, 2020.

Effective June 1, 2020, unless circumstances warrant a later date, schools are permitted to open weight rooms for use by student-athletes. We are working on a plan for how this will work, while maintaining a focus on the health and safety of our students and staff members. We do not plan to open the fitness center for public use, until after at least June 30, 2020. We will reassess the viability of opening the fitness center for public use, after we have adjusted to students using the building and we receive additional information from health officials in June.

We also do not plan to open the gymnasium, auditorium, or any other indoor facilities for public use during the month of June. June will be a trial period for indoor facilities with our students in the fitness center. I believe it is worthy of pointing out that we also do not plan to have childcare (including POPS Place) at any of our buildings during the month of June.

Additionally, Governor Ricketts noted that team organized practices for baseball and softball may begin June 1st unless circumstances dictate a change in that date. We are working on a plan for how this might work, while maintaining a focus on the health and safety for participants and fans, with an emphasis on teams that wish to rent our facilities and their team(s) are comprised of primarily high school-age players. Given the current COVID-19 environment, these organizations can expect enhanced guidelines relative to the lease agreement, insurance, and facilities responsibilities.

The Plattsmouth Community Schools and OPAA! continue to provide Grab-N-Go breakfasts and lunches at no charge for any child in a household from birth to age 18 regardless of income. Meals are being distributed by the sidewalk near the front entrance of Plattsmouth Middle School at 1724 8th Ave. It is a drive-thru service each Monday from 6:30 AM to 9:00 AM, 11:00 AM to 1:00 PM, and 4:00 PM to 7:00 PM. On Monday, May 11, we distributed 5640 meals to children! We plan to continue distributing meals with the format listed above through Fri., May 22, 2020.

We will not distribute meals on Memorial Day (Mon., May 25). We plan to resume meal distribution on Tue., May 26, 2020, but it will be a different format.

Starting on Tue., May 26, meals will be distributed each weekday in one shift between 11:00 AM and 1:00 PM. Each child will receive one lunch for that day and one breakfast for the following day. We plan to continue this format on weekdays through the summer until Fri., July 31, 2020. Everyone that has been receiving deliveries will continue to receive them in the same format that has been used up to this point with one delivery per week.

To help us get an accurate meal count, if you need food assistance, please complete the survey at this link (https://bit.ly/3a82V2r). The survey only needs to be completed one time per household. The survey does not need to be completed every week. If you are unable to complete the survey online, please call 402-296-3361 and provide the necessary information.

PUBLIC NOTICE-Meetings of the Board of Education of Plattsmouth Community School District #1, Cass County, Nebraska, are scheduled for Monday, May 18, 2020, with a workshop at 6:00 PM and a regular meeting at 7 PM, in the Board Room at the Plattsmouth Community Schools Administration Center, 1912 Old Hwy. 34, Plattsmouth, Nebraska. Given a review of information from our school attorney, as well as recommendations from the state and national levels to limit social gatherings to no more than 10 people, everyone is strongly encouraged to log in to the meeting remotely via the link that will be posted on the district website prior to the meeting. There will not be a public comment time at this meeting. This is consistent with the Nebraska statute that does not require public comment at every meeting. We plan to resume public comment at the June meeting. The agendas for the meetings shall be kept continually current and are readily available for public inspection at the Superintendent’s office during normal business hours and at www.pcsd.org.

2020-2021 State Aid Certification is available from the Nebraska Department of Education (NDE) at https://www.education.ne.gov/fos/state-aid/. PCS will have a decrease of $565,916 in State Aid for 2020-2021. When we figure in the prior year (2018-2019) correction of +$128,469 that we received in 2019-2020, the difference between 2019-2020 State Aid and 2020-2021 State Aid is even greater. Our principals and I are discussing additional ways to reduce expenditures, including possibly not filling additional positions that are open due to resignations, while maintaining high-quality programs for our students.

The good news is that in 2020-2021 we estimate the second year of approximately 100 students entering kindergarten, as opposed to lower numbers from the immediately preceding years that are evident in our 1st grade (78 students), 2nd grade (88 students), 3rd, grade (93 students) and 4th grade (93 students). If you have suggestions for how our district might be more efficient with resources and address the decrease in State Aid, please submit your ideas in the Business Services/Budget section under District Topics on our Let’s Talk site at https://bit.ly/2Y9ua9N.
